Press Release: Why We Insisted On Respect For Constitutional Change in the Gambia – President Buhari

President Muhammadu Buhari on Tuesday in Abuja expressed disappointment that he and other leaders of the Economic Community of West African States (ECOWAS) had to use strong-arm tactics to get Yahya Jammeh, the former Gambian president out of office after failing to win re-election.

“We had to go through those actions because it was the only option for Nigeria and ECOWAS,” President Buhari told Mr. Adama Barrow, the President of the Gambia who succeeded Jammeh.

President Buhari recalled that in spite of all entreaties, the former

President refused to accept the outcome of the election he superintended which was widely accepted as credible.

“We thank God for the role He allowed us to play in the Gambia. We believe in multi-party democracy. In Africa, it is absolutely necessary but for the system to work and one to come out of it clean, there is need for patience.

‘‘Patience on the part of leaders is also necessary in view of ethnic and religious diversities that prevail. Leaders must be patient, hardworking and resourceful,” he said.

President Buhari counselled that if African countries can get the institutional structures of democracy working properly, the continent will emerge from the process of development successfully.

He urged the Gambian leader to uphold the legacy of free and fair elections which he described as the biggest guarantee for democracy.

Comparing experiences with the new leader of the Gambia, the Nigerian leader said one of the biggest challenges facing Nigeria is unemployment.

“Sixty percent of the 180 million people are under 25 years. They all wish for a secure future. Those of them who are educated feel they are more qualified for employment.

“We have studied the problem and are doing our best to stabilize the situation.

‘‘We took over from a party that had been in power for 16 years. During those years, the country earned an unprecedented amount of money as revenue, never seen at any time before. It is noteworthy that, no matter how grudgingly, the people are accepting that we are doing our best,” he said.

At the end of the meeting, the President announced that representatives of both countries will deliberate and advise the leaders on how best to strengthen the existing level of cooperation between the two states.

President Barrow said he came to thank Nigeria and its leader in person for ensuring the completion of the democratic process in his country which had stalled back then following the refusal of Jammeh to accept the election results.

The Gambian leader said his country received the support of Nigeria in many spheres, citing education, administration, justice and security sectors and requested President Buhari to continue to be of assistance.

“We will never forget Nigeria for the help it has rendered to us since independence,” the visiting Gambian leader said.

Speech: President Buhari’s Address at the International Climate Change Summit in Paris

I would like to thank His Excellency Mr. Emmanuel Macron, President of the Republic of France, the United Nations Secretary-General and the President of the World Bank Group for convening this high-level Summit on the issues of financing climate actions and aligning financial flows in order to reach the objectives of the Paris Agreement.

The adverse impacts of climate change such as temperature rise; erratic rainfall, sand storms, desertification, low agricultural yields, drying up of water bodies like Lake Chad, gully erosions and constant flooding are a daily reality in Nigeria. This reality is most felt by the highly vulnerable communities who lack the capacity to cope.

Excellencies
Since the adoption of the Paris Agreement, we have been strengthening our national efforts towards the implementation of the Agreement and the Marrakech Call for Action. We have already ratified the Paris Agreement in May 2017 and, thus, we have pledged, under the Nationally Determined Contribution to reduce our emission by 20% by 2020 and 40% by 2030.

In our efforts to deliver on these pledges, we are tightening the existing governance structure in Nigeria for more effective implementation of climate change activities, including the additional responsibilities that are consequent on the adoption of the all-encompassing climate change treaty.

In collaboration with the European Union, we have also developed a robust National Monitoring, Reporting and Verification framework to meet the Agreement’s requirements. Further, Nigeria has developed the Sectoral Implementation plans for some priority sectors; namely: Oil and Gas sector, Agriculture and Land use, Power, and Industrial Energy Efficiency. For each of these sectors, we have assessed and selected key policies and measures that would enable the country to meet its commitments based on their cost effectiveness, poverty reduction and mitigation, and job creation potential.

We have considered the feasibility of implementation, potential to deliver short-term results, gender and social inclusiveness, enhancing healthy environment and minimal impact on land use and deforestation, as well as environmental benefits.

Actualising these plans over the next 15 years, Nigeria on its own will achieve 20% emissions reduction below Business As Usual. With international support, we can achieve 45% emission reduction by 2030.

Excellencies
Nigeria recognizes that ensuring sustainable funding is a major constraint in efforts to implement the Nationally Determined Contribution. To respond effectively to climate change mitigation and adaptation challenges, critical mass of financial resources beyond what we can provide from our national resources will be required.

We have embraced the issuance of the green bond as an innovative and alternative source of projects funding that would help reduce emissions and provide robust climate infrastructure, such as renewable energy, low carbon transport, water infrastructure and sustainable agriculture in line with the Paris Agreement.

But we cannot do this alone. While we have ambitious plans, having just come out of recession, we are under no illusion of the challenges that we face in Nigeria. Recalling that the success of COP21 was hinged on the strategic“$100 billion by 2020”, it is therefore pivotal for countries like Nigeria for the promise be kept if we are to meet our Nationally Determined Contribution obligations. Simply, we cannot implement our Nationally Determined Contribution without adequate financial, technical and capacity building support from the developed countries.

And this support must be sustained on a long term basis. The changes that Nigeria, and other developing countries need to make cannot be undertaken overnight. Indeed, we require some fundamental restructuring of our economy. In this process, technology will be a powerful tool to simultaneously address climate change and advance development.

In Nigeria, Government is actively promoting technologies and practices such as sustainable land management, climate resilient agriculture, water efficiency, clean energy, and skills for reducing greenhouse gas emissions among others. Sustaining these efforts will also require external support.

We need to accelerate Research and Development on facilitating Access to Climate Friendly Technologies, through technology pooling and collective approach to financing Research and Development, regulating restrictive practices in licensing agreements and anti-competitive uses of Intellectual Property and International Declaration on Climate Technologies.

In Nigeria, we are looking at insurance-based proposals to deal with loss, damage and adaptation to the poor, vulnerable and hard-to-reach groups. Risk mitigation through insurance must benefit those groups who currently have negligible access to any form of indemnity coverage. Vulnerable groups will also benefit from new technologies and ways to make insurance schemes affordable, including through long term premium support.

In the circumstances, Nigeria would require support from the international community on the following:

1. A long term solution for a source of clean power, which can be achieved through private investments to create economic competitiveness for industrialization, job creation and agricultural programmes throughout the country;
2. The inclusion of Nigeria in Climate Regional Programmes, especially strong financial support to our planned project for the replenishment of the Lake Chad. This long term solution will ensure sustained livelihood for rural and urban communities, and permanently address the conditions conducive to the spread of violent extremism and terrorism, and stem illegal migration especially of our youths abroad.

Excellences, Distinguished Ladies and Gentlemen
I look up to the developed countries to jointly take a leading role in mobilising support for this action plan. However, addressing the challenges of climate change should be pursued within the framework of the General Assembly of the United Nations by anchoring efforts on assisting developing countries to meet their Sustainable Development Goals aspirations and Nationally Determined Commitment.

President Muhammadu Buhari on Wednesday night declared that the massive reception that greeted his arrival in Kano for a 2-day working visit “is a message to the opposition’’ that his popularity in the region remains unshaken.

Speaking at state dinner held in his honour, President Buhari was full of thanks and gratitude to the government and people of Kano for the very warm and peaceful reception.

”I am overwhelmed with the massive reception I have received and definitely since this is partisan politics, I think it has sent a clear message to the opposition.

‘‘Even going by the details of the election results in 2003, 2007 and 2011, it was very clear that nobody could even dare to rig my scores from the elections in Kano.

‘‘It has been so consistent and I don’t think I have the vocabulary to express my thanks to the people of Kano.

‘‘I am very grateful to God and the people of Kano for the complete trust you have in me,’’ he said.

The President noted that during his drive around the city on Wednesday to commission several projects, he observed that many of those who thronged the road to welcome him were very young people.

He pledged that as a person in a position of authority, his priority is to provide a meaningful future for the teeming youths in the country through education, and the faithful management of the economy and resources.

The President congratulated Governor Abdullahi Ganduje on his development strides in the state and urged other political office holders to emulate and support the state governor.

‘‘He is a great politician and I am afraid I am still learning,’’ the President remarked.

President Buhari reaffirmed that his message at his inaugural address, “I belong to everybody and I belong to nobody,’’ will continue to guide his stewardship to the Nigerian people.

‘‘My problem is Nigeria and I have been involved in almost all the instability Nigeria experienced: the civil war, the coups, and counter-coups. That was why I said during my swearing-in that ‘I belong to everybody and I belong to nobody.'”

‘‘Nigeria is my target and I will continue to maintain focus,’’ he said.

Press Release: President Buhari Set To Participate in Counter-Terrorism Meeting in Jordan

President Muhammadu Buhari will December 2-3, 2017, join other Heads of State in Aqaba, Jordan, to review strategies in fighting terrorism, and reinforce joint security structures that will be more proactive in preventing attacks.

Tagged, AQABA RETREAT, the meeting, hosted by His Majesty, King Abdullah II of Jordan, is expected to be attended by West African Heads of State, representatives of governments of 48 countries and a number of key Non-Governmental Organisations (NGOs).

At the meeting, the President is expected to share Nigeria’s experience on terrorism and its spread across West Africa, with a view to soliciting more support for pre-emptive measures that will neutralise the activities of insurgents in the sub-region.

The Nigerian leader will also hold bilateral meetings with some Heads of State to strengthen relations.

President Buhari and his delegation will attend the official dinner to be hosted by King Abdullah II in honour of visiting Heads of State and their delegations.

The President will be accompanied to Jordan by the governors of Kogi, Osun and Niger States; the Ministers of Defence, Education, Foreign Affairs; the National Security Adviser, and the Acting Director-General of the National Intelligence Agency.

Press Release: President Buhari, Five African Leaders Demand for Resolution of Togo’s Political Instability

President Muhammadu Buhari and five other concerned West African leaders have called for an immediate roadmap to pave the way for negotiations between the Togolese government led by President Faure Gnassingbe Eyadema and the opposition movement.

The urgent demand by the leaders came at a meeting to discuss the situation in Togo, which ended early on Thursday in Abidjan, on the sidelines of the African Union-European Union Summit.

The Presidents of Cote d’Ivoire, Ghana, Burkina Faso, Benin Republic and Guinea Conakry, attended the meeting with President Eyadema.

The West African leaders asked the parties in Togo to urgently negotiate, without ‘‘any preconditions’’, and resolve the impasse in the interest of the well-being of the country and the region at large.

Recall that President Eyadema had given himself a deadline of Friday to provide the basis and framework for negotiations in response to the increasing list of demands put together by the opposition movement seeking to oust him from power after 12 years as President.

His late predecessor and father, Gnassingbé Eyadéma, was the President of Togo from 1967 until his death in 2005.

Speech: President Buhari’s Remarks at the Inauguration of Audit Committee on Recovery of Stolen Assets

Members of the committee may recall that pursuant to the resolve of this administration since its inception to pursue a strong and effective anti-corruption regime, and in view of the multiple cases of mis-managed and misappropriated national assets identified by this administration upon our assumption of office, the Federal Government embarked on tracing and recovery of all such stolen assets within and outside Nigeria using all legal and diplomatic resources at our disposal.

The gains of our initiatives over the past two and a half years have been very obvious to all Nigerians. This is clear from the level of investigation, prosecution and forfeitures involving both public and private sector officials in the country. The message has therefore been passed loud and clear that never again as a nation are we going to allow the wanton diversion and embezzlement of public funds to private pockets.

Nigerians will further recall that pursuant to requisite directives, recovered assets are progressively being returned to designated accounts by the anti-graft agencies and other agencies of Government involved with the process.

In the course of implementing this exercise and given the number of agencies who are concurrently pursuing specialized initiatives and making recoveries for Government, it has become obvious that fundamental gaps still exist in ensuring that the recovered assets are accounted for, and managed in an accurate, transparent and logical manner.

It was in realization of this and due to our determination to ensure that in pursuing the anti-graft war, we do not create new room for dishonorable conduct by any individual or agency that I directed, earlier in the year, that all agencies should send in detailed reports of all their recovered assets as at March, 2017.

The decision to inaugurate this Audit Committee on the Recovery and Management of Stolen Assets within and Outside Nigeria today is therefore the next step in ensuring that all returns filed by the various agencies are accurate and consistent with actual recoveries made.

The Committee, in essence, is therefore expected to judiciously undertake an audit of all recovery accounts established by government agencies from the date of opening such accounts up to 10th April, 2017. The details of the Committee’s functions are as set out in your Terms of Reference.

I congratulate all Members of the Committee on your appointment which is another opportunity for you all to serve your country. I therefore urge you to perform your duties diligently in the best interests of Nigeria.

I hereby direct and request all relevant Ministries, Departments and Agencies, Banks, and Companies to give the Committee full cooperation as your assignment is crucial not only to the harvesting of needed resources for our national development but also in setting out a fresh template of public accountability.

Where it becomes necessary, the Committee will of course rely on existing laws to compel the production of information and will also have the benefit of necessary interventions by the Attorney-General of the Federation and Minister of Justice in obtaining such information through legal processes, where so required.

The Committee is hereby given a time frame of four weeks to finish this assignment and submit its Report to my office. I look forward to receiving your report and recommendations in due course and I wish you the best of luck in this assignment.

Press Release: FG Set to Improve Infrastructure

President Muhammadu Buhari has emphasized the determination of his administration to speed up the improvement of aviation infrastructure in the country for the benefit of the country’s economic development.

Speaking while receiving the President of the International Civil Aviation Organization (ICAO), Muyiwa Aliu, at the State House, Abuja on Monday, President Buhari declared his total support and commitment to work with regulatory agencies in the aviation sector to make air travel safer throughout the country.

The President, who received three awards recently won by Nigeria from ICAO, expressed delight with the high ranking accorded Nigeria in safety and security at the airports, following measures put in place to address gaps in airport security.

On the setting up of a national airline, President Buhari said he was under tremendous pressure from many patriotic Nigerians desirous of establishing one.

“I equally support a national airline for both patriotic and economic reasons. We have enough trained citizens including pilots and engineers. But Nigerians need to know how we lost the one we had before,” he said, referring to the defunct Nigeria Airways.

The Minister of State, Aviation, Hadi Sirika, who led the ICAO delegation, informed President Buhari that the Nigeria was hosting the meeting of International World Aviation Forum in Abuja starting on Tuesday, the first time such conference will hold anywhere outside Montreal, Canada.

He said over 40 aviation ministers and representatives from 70 countries, the World Bank, African Development Bank, manufacturers of planes and aviation equipment will attend this year’s conference focusing on “Financing Development of Aviation Infrastructure.”

The President of ICAO, who is a Nigerian, commended President Buhari for fast-tracking policy initiatives that changed the fortunes of air travel in Nigeria, describing the reconstruction of the runway at the Abuja airport as a rare feat.

On behalf of the ICAO, Mr Aliu presented a certificate of recognition of the School of Aviation, Zaria as a regional center of excellence; the certification of both Abuja and Lagos airports which have attained ICAO standards for the first time in history, and another certificate marking the attainment of the International Organization for Standardization ISO 9001, 2015 by the Nigerian Meteorological Agency.

Speech: President Buhari’s Remarks at The 2017 All Nigeria Judges’ Conference of the Supreme Courts

I am happy to accept your kind invitation to address this Assembly of the learned minds and to declare this conference open.

The conference organizers have chosen a very important and apt subject for this year’s conference namely; “Strengthening Judicial Integrity and the Rule of Law”. A democratic system such as ours can not survive or prosper without strict adherence to the Rule of Law.

My Lords, Distinguished delegates, the prime purpose of any government is to regulate social relations within its territorial jurisdiction. Without the rule of law the government will degenerate into dictatorship or anarchy.

The theme you have chosen this year keys in with our Administration’s resolve to strengthen the three arms of government to effectively fulfill their constitutional obligations.

For the judiciary, the public expects fairness, impartiality and speed in the administration of justice. Regrettably court cases can drag on for years and years, sometimes decades without resolution. I need only mention land cases in Lagos to illustrate my point.

Furthermore, there are huge backlogs of cases waiting to be dispensed especially at the Appellate levels. Reform of the judiciary should start at eliminating these seemingly endless delays in settling what to the layman are apparently simple cases.

Again, litigants expect that higher courts should endeavour to harmonize their rulings. There are contradictory decisions of superior courts on the same subject matter in cases where facts are substantially the same without a clear attempt in subsequent cases to distinguish the earlier cases. This lack of clarity leads to serious confusion to the lower courts.

The knock-on efforts of these delays and dis-continuities range from loss of confidence in the judicial system to over-crowding of prisons. This is an area Your Lordships should pay close attention to in your efforts at reforming the system.

Last month I wrote to all State Governors urging them to make special visit to prisons in company with State Chief Judges and release prisoners unnecessarily detained without due process.

My lords, as all of us are aware one of the objectives of this Administration is to combat graft and other forms of corruption so endemic in our public life. The executive can not achieve these objectives alone. We require the close cooperation of other arms of government.

My lords, earlier this year the Judiciary came under investigation. Let me again assure the judicial community, this action taken by the Executive was in no way a prelude to usurping the powers of the National Judicial Council or aimed at intimidating the Judiciary as wrongly portrayed in some sections of the media. Executive and legislative officials were also investigated

I am aware that the majority of judicial officers are learned and incorruptible and day in day out acting in the best spirit of their oath of office.

At the same time, I am quite aware of the problems besetting the Judiciary including under-funding, inadequate personnel and absence of modern technological aids.

Bearing these in mind, this Administration increased allocation to the Judiciary from N70 billion to N100 billion in the 2017 Budget. A similar figure has been proposed for 2018.

Mr. Chief Justice, our Administration’s commitment is to accord the Judiciary its constitutional rights. I therefore commend your recent decision to ask all judges at lower courts to provide you with a comprehensive list of all corruption and financial crimes in order to designate special courts to handle them. I support your action and the public is awaiting the results of this initiative.

My lords, Distinguished delegates, it is now my singular honour to formally declare the 2017 Biennial All Nigeria Judges Conference open.

Speech: VP Osinbajo’s Remarks at the Book Presentation of President Buhari Administration’s Achievements

This book is a book that contains a lot that has been achieved by the present administration, but I must say there is still a lot that has not been covered on account of the fact that this book was meant to have been presented in May but we thought we would wait until the President returned before presenting it.

Some things have not been included in the book and I might just supply some of that. One of such things, is the exemplary frugality, the honesty and humility, and sense of humour of Mr. President.

That frugality can sometimes be a problem, as you know, Mr. President decided that since government provides accommodation, food and transportation for the President and the Vice President, we didn’t need a full salary. Now how much is this salary by the way? It is public knowledge and I think it is N1, 750,000.00 or so, which is under N2million. He said he would take only half of his salary and so I had no choice but also to take over of my own salary. Unfortunately Mr. President turned down my request, to give the other half to a worthy cause – his Vice President. He didn’t consider me a more worthy cause to give half of his salary! (Laughter).

In a country where politicians sometimes want to be as wealthy as Dangote, it is refreshing to have a President who most people won’t even dare to discuss any private benefit on a project let alone a bribe or a kick-back.

Nigeria’s major problem is corruption, it is the main reason for the depletion of our resources, such that we had no savings when oil prices fell, and we were losing over 1billion barrels a day.

It was the prudence and honesty of the President that ensured that despite the economic downturn, we were able to support the States, spend N1.3trillion on capital expenditure, the largest in the history of the nation, and also to ensure we met all our other obligations, both foreign and local.

Mr President’s unassuming personality and humility, is in my view, probably his greatest strength. This is why he is never flattered, or carried away by praise or adulation. He has always said: “I don’t pretend to know all the answers. I am here to provide stability and leadership, to a generation, a group of people, determined to run this country honestly, to provide jobs and prosperity to the poor, and our huge youth population.”

I remember when he was on medical vacation, and I was speaking to him on the phone fairly regularly and giving him a rundown of what was going on, especially when he was on the first medical vacation. He said to me, “don’t worry about telling me all that is happening, I rely on your judgment keep doing your best, what if I drop dead?! You would have to run it anyway.” I had to say to him, that his dropping dead was not part of the plan.

I think that his sense of humour, self-deprecating humour is one that very people know about. As it has been said, he is a man of very few words. I remember that very early in the administration, he directed my attention to a cartoon of him in one newspaper which showed him, sitting on a wheel chair in bandages, at the top of the cartoon, were the words: “you promised to hit the ground running” and then under it, it just stated: “you just hit the ground.”

I had a good laugh, but I think it is also an understanding that leadership, is not about self-adulation and self-aggrandizement. It is first of all, an understanding and humility, knowing that you have been picked from millions of people to lead the people because you are trusted to do so, not because you are thought of as a man with all the answers but because you are trusted to be able to lead others to achieve the results.

The other day, he was saying that if you paid attention to what is going on with farmers, and how well they are doing, he said one way of knowing is by recognising that they would do two things, especially farmers in the North. They would go to Hajj and marry more wives. Already, we can see the increase in the number of wives farmers are marrying.

Mr. President, your Excellencies, the ultimate benefit of public service, is the ability to touch millions of lives for good or for ill, by governmental policies and actions.

The reality of honest and serious minded nation building is that in the short- run, tough and unpopular decisions have to be made.

The greatest challenge is how to take the tough decisions, do the difficult things, and keep the people’s support. I suppose you cannot be a Buhari and shy away from tough decisions, and the President has not been afraid to take the bold decisions even when they are criticized.

What has happened so far under this government is the tough business of laying strong foundations. The first, is honesty and good governance, and prudence in government spending. The second, is in ensuring that we have an infrastructure that can sustain our economy, not now, but in the next decades. For the first time, in at least a decade, we are spending 30% on capital expenditure.

As I have said earlier, we are investing heavily on rail, roads, power, and other infrastructure. When you look at rail, we are investing perhaps, the largest portion of our capital on two rail projects; the Lagos – Kano rail project and we are concessioning the Narrow Gauge, where we are building the new Standard Gauge. There is also the Lagos – Calabar route and we have also recently approved the Port Harcourt – Maiduguri route.

We expect, that our country will need railways, to move the massive goods and services that we have been talking about producing all this while. Already, our roads are suffering seriously. If you look at some of what is going on around the Apapa port today, the port is already over-subscribed, almost taking twice the custom that it should ordinarily have, and that is increasing day by day. Each of these rail projects starts from the ports, all the way up to the various destinations that I have mentioned.

Third, is that we are focused on agriculture and the agro-allied value chain, with our focus on cheaper and improved inputs, local fertilizer production, cheaper credit for farmers in the anchor borrowers programme.

Productivity in the agricultural sector is at an all-time high. Rice imports have dropped by 70%, and we are fast becoming one of the largest producers of paddy rice in the world. Agriculture is providing more jobs than ever before, as it contributes more to GDP.

More investments are coming into Agriculture. WACOT, a few months ago opened its 120,000 metric tons rice mill in Kebbi State. Indorama has also its opened 3million metric tons fertilizer plant in Rivers State, which was commissioned a few weeks ago, Dangote is investing in a total capacity of 1million metric tons of rice mills. Olam’s poultry and feed mill which recently opened in Kaduna, is the largest in the country.

It is evident, that the private sector is listening, and smart money is following what government is doing. It is very clear that we are opening up the space for industry and manufacturing. You can see that from the response of the private sector and even in technology. A lot of the young people are coming in to do various forms of businesses now that they can see that the space is opening up.

Our philosophy as enunciated in the Economic and Recovery Growth Plan, is to enable the private sector to lead the economy in industry and manufacturing, and especially small businesses.

Of course, you have seen from the results of the World Bank’s rating of Ease of Doing Business, we are making very deliberate progress and we are moving very quickly indeed. I think the point that we should note is that, the World Bank declares us as one of the top ten reformed economies and I believe that investors are paying attention to this. You can only reform with serious discipline and I want to say that the leadership of the President has provided that discipline and we are seeing the results of this.

Executive Orders have been signed on making a priority made-in-Nigeria goods in procurement. This is one of the very important policy decisions that the President made, that we must prefer made-in-Nigeria goods.

In addition, we are giving priority to ensuring that pre-investment approvals are efficiently and quickly done. We also have an Executive Order for that, we are also working hard to ensure that Public Service is responsive and diligent, and it does not become an obstacle to investment and to the economy, rather a facilitator. Some of these are contained in the book.

I want this audience in particular, to recognise that every single day, there is attention being paid to the needs and requirement of this country. We are a government dedicated to ensuring that we give the very best that is possible to the people of Nigeria.

I would like to congratulate the Presidential Communication Team, Alhaji Lai Mohammed, Mr. Femi Adeshina, Mr. Laolu Akande and all of the team that worked very hard and have continued to work hard spending many hours on how to communicate the views of this government and its activities as well and as comprehensively as possible.
