President Buhari’s Message On National Children’s Day, May 27, 2018
Today affords me another opportunity to re-affirm our Administration’s commitment to the protection of children, a day to reflect on our roles and responsibilities as Parents and Leaders towards our children, and also assessing how far we have fared in this regard.
As you may recall, one of the cardinal objectives of this Administration is the provision of quality education to our children as a fundamental foundation of economic and social development. In this regard, I am pleased to inform you that this Administration has recorded measurable success in the home grown school feeding programme as it has continued to expand.
Our children are our future, and the initiatives that come from them give confidence that our country has a bright future.
I am always inspired and encouraged when I remember encounters I had with three of our young ones. When I was on medical vacation in 2017, three year old Maya Jammal recorded a prayer for my recovery, which went viral online.
Also, 10 year old Aisha Aliyu Gebbi wrote a personal letter to me, describing herself as my “biggest fan”.
Nicole Benson, then 12 years old, had contributed the sum of Five Thousand, Seven Hundred Naira and Eighty-Five kobo (N5,700.85) to my campaign in 2015. The money was all saved up from her lunch and pocket allowance. There are millions of such children nationwide.
I am very impressed by what our children have been able to do, and what the future holds for them. That is one reason why we are committed to the school feeding programme, to prepare a future generation of physically and intellectually robust children. At the last count, over 8.2 million children in 24 states of the Federation are being given free meals daily. This happens in 45,000 schools round the country.
I therefore call on all stakeholders to support this programme to ensure that all the 36 States of the Federation and FCT are covered. This will promote substantially higher enrolment levels in our schools.
Since its inception in May, 2015, this Administration has also focused attention on addressing issues of child protection, participation and survival. In 2015, the campaign to end violence against children was launched which was commemorated in 2016. In November 2016, the Campaign to End Child Marriage was also launched to ensure that as many children as possible are able to fully enjoy their childhood and be protected from all the challenges associated with this phenomenon. These campaigns have been reinforced with sensitization campaigns in some States of the Federation.
The theme for this year’s celebration “Creating Safe Spaces for Children: Our Collective Responsibility” is an opportunity to promote the safety and security of our children. As a responsible Government, we are committed to ensuring that children are protected from violence and exploitation against them, and, that their environments are safe enough for them to pursue their educational attainments, discover their full potentials to grow into responsible citizens.
This Administration has made giant strides in the protection of the Rights of the Nigerian Child and as a result of such efforts, Nigeria has been declared a Pathfinding Country on Ending Violence Against Children. This I believe is a collective achievement and I urge us to continue to build on the present momentum to achieve the targets of the Sustainable Development Goals (SDGs).
In our efforts to protect our children from abuse, exploitation and trafficking as well as provide safe, non-violent inclusive and effective learning environment in our schools, this Administration has directed the management of all Federal Government Colleges and advised all state owned schools across the Country to provide adequate measures of safety and security of their students. I again call on all schools management committees at all levels of public and private institutions to take adequate security measures and put in place mechanisms for safety of children.
May I therefore call on the Families, Security Agencies, Traditional Rulers, Religious Leaders, Civil Society Organizations, Human Rights Activists, and the Society at large to rise up and take urgent and decisive actions to stem the unacceptable rising cases of violence against our children. We must ensure safety of our children in homes, schools, markets, worship centres, on the streets and everywhere at all times.
Furthermore let me use this medium to appeal to parents not to relent in their efforts to send their wards to school, especially the girl child as her education reduces infant and maternal mortality and prevents early and child marriages. It also increases literacy and reduces poverty. The saying that to educate a woman is to educate the nation is very apt in this regard.
Finally, while I appreciate the security agencies for their efforts so far, I urge them to redouble their efforts in protecting children from danger and violence in line with the provisions of the 1999 Constitution of the Federal Republic of Nigeria and Child Rights Acts, 2003.

Takeaways From The Auspicious Meeting Between Presidents Muhammadu Buhari And Donald Trump
This note is written by one who is mindful of the fact that there are Nigerians, I mean the opponents of this administration, who have prayed and prayed very hard that our President in the course of his historic visit to the White House on Monday, April 30, 2018, would stumble badly or come back with nothing.
President Buhari, to the disappointment of this group, delivered a calm, brilliant performance. He refused to be provoked and did not get angry at the taunting. He instead turned his attention to the task at hand and at the end, came home satisfied that he got everything he wanted from the US administration. The Rose Garden worked out very much for him as a routine engagement, certainly not like the make-or-break meeting as some wanted it to be.
It is also important that records be set straight to counter the mischief of opponents, some of whom have started rendering false narratives of a meeting to which they were neither invited nor in any way aware of its details.
The meeting of the two leaders happened in three phases.
First, the one-on-one in which only the two of them were present. Then they had a working lunch, each leader accompanied by ten top officials. President Buhari had with him the Governors of Ogun and Plateau; the Ministers of Foreign Affairs, Justice, Industry, Trade and Investment; the Chairpersons of Senate and House of Representatives committees on international relations; the Director-General of the National Intelligence Agency, NIA; the Chief of Defence Staff and Nigeria’s Ambassador to the United States.
The US President had more-or-less the same representation, except that the Secretary of State who just got cleared for the job by the Senate hadn’t assumed so he was represented by the Deputy Secretary of State.
President Trump also brought with him the Director of the United States Agency for International Development (USAID) which I must emphasize, is significant to Nigeria given the fact that the U.S. remains the largest contributor to the on-going effort to reconstruct the Northeast and resettle its millions of displaced persons.
The third engagement involving the two leaders was the joint press conference by the leaders, aired live by some major TV networks across the world.
What did the meetings achieve?
First of all, it is important to state that from the very beginning, the two leaders got on very well with one another. They also shared a common respect for each other.
Some key remarks made by President Trump on our president sum this up:
He said President Buhari “is a rare leader”; he said “I respect him a lot” and said our leader had “succeeded in cutting down corruption”. He called President Buhari a “valued partner” and a “strong democrat.”
The two parties had agreed before the meeting that discussions will be on three key issues namely Security/Counter Terrorism, Trade, and Development of Democracy in Nigeria.
On security, the Nigerian delegation was pleased from the onset that the Trump administration had agreed to the major sale of military equipment to Nigeria. Team Nigeria was equally pleased about the much-increased role of the US in assisting the efforts to defeat terrorism in Nigeria and the Lake Chad region in general.
The President expressed appreciation for these and requested additional support to counter insurgency.
On the specific issue of the sale of the 12 Super Tucano A-29 warplanes and weapons to Nigeria to effectively fight terrorism, President Buhari told his American counterpart that we are pleased with this, but want delivery to be fast-tracked, given the security situation in the country.
Expectedly, President Trump said yes to this, and, additionally promised the sale of helicopters and about just everything President Buhari wanted.
Still on President Buhari’s meeting with Trump, it is important to explain the context of the remarks by President Trump where he was quoted as saying the U.S is concerned about the murder or killing, as he put it, of Christians. At the press conference, President Trump towards the end of his remarks, at the briefing, mentioned the protection of ‘‘innocent civilians of all faiths, including Muslims and Christians’’, which reporters left out.
In his remarks, the US President neither chided nor talked down on President Buhari. Saying that “we will do something about that,” is a clear expression of willingness to support Nigeria to bring to an end the unwanted killings. This is contrary to the press reporting which jumped on the issue, conveying a wrong impression that President Trump was only concerned about the lives of Christians. He mentioned Muslim lives as well.
Equally wrong was the hasty condemnation of the U.S. President by some Muslim groups in the country without the benefit of a full view and understanding of what was said and the context in which it was said.
The President also conveyed the country’s appreciation for the U.S. support for the humanitarian situation in the Northeast, with a contribution of 500 million US Dollars in cash and in-kind contributions, the highest by anyone, through the United Nations and other inter-governmental organizations.
But the scope of work to be done is larger than anyone had envisaged and Nigeria wanted the US to do more. President Trump didn’t say no, only that he wanted more access to the Nigerian market for their agricultural goods.
“For a country which we assist with USD 1 billion dollars every year, you must do more to open the market to us,” Trump said. These are matters to be debated and resolved.
This leads us to the next important issue- Trade. Pointedly, President Trump did not mince words when he said: ‘‘President Buhari has also taken several steps to fight corruption and improve the Nigerian business climate. And most of all to me — and again — is ripping down those trade barriers. These measures will make it easier for Nigeria and the United States companies to invest. And we will be investing substantially in Nigeria if they can create that level playing field that we have to very much ask for, and maybe demand.’’
In acknowledging the efforts of President Buhari and the significance of the Nigerian economy on the continent of Africa, President Trump promised to grow trade and commercial ties between the two countries to create wealth and jobs for the benefit of their citizens.
Talks were also held between the Nigerian delegation and American Chief Executive Officers, who came from across various industries especially agriculture, digital economy and increasing value additions to locally produced raw materials.
Some of the broad level discussions on the business side included the planned coming of a John Deer tractor assembly plant to produce 10,000 tractors, which will certainly create thousands of jobs in Nigeria. Also on the table were several investment proposals across the food value chain including the production of chemicals for crop protection; a large-scale seed production company in Nigeria; a food ingredients company that will, among others set up an oilseed crushing plant with a capacity for about 50 million tons and a business engagement with local partners for the facilitation of international merchandising of local farm produce, serving as a firm assurance of buyer at the time of harvest.
There are plans by the Dangote Group and others for new partnerships to bring research and high yielding crop varieties that have seen increases elsewhere from two to six tons of maize and two to seven tons of rice per acreage as achieved in Brazil and other countries.
Other new businesses proposed at the meetings included the setting up of consumer products by big giants like Proctor and Gamble, a refinery in Ogun, Burger King food chain and a plant for the production of Heinz tomato products, in all cases, walking back to integrate local producers of raw materials.
With the blessing of the two leaders, assets recovery is also getting a major boost. The Attorney-General and Minister of Justice, Abubakar Malami was directed to sit down with Jeff Sessions, his US counterpart to have a roadmap for the recovery of USD 500 million of Nigerian stolen assets hidden in the US. They will also finalize on the return of USD 1 million of the Diepreye Alamieyeseigha loot.
Immediately after the bilateral engagement, the Minister of Foreign Affairs Geoffrey Onyeama and Minister of Justice, Malami, met with their U.S. counterparts. In the months ahead, the Minister for Industry, Trade and Investment, Okechukwu Enelamah, will also meet with his U.S. counterpart, Wilbur Ross.
If the trip to the White House is to be judged according to its set objectives, there is nowhere it came short as some saucy opponents have said. President Buhari got everything we wanted from President Donald Trump.
When he was asked if Nigeria had succeeded in getting American to buy more of our oil, President Buhari said he did not. We have others buying our oil. Must we sell to a particular buyer?
This government will smartly work with the current American government, knowing that American interests are not always ours, as a strategic partner on security, anti-corruption economic growth and job creation.

Press Release: Press Statement by President Buhari During His Visit To The United States on April 30th, 2018
Good day, Ladies and Gentlemen of the media.
It has been a pleasure and honour to visit Washington DC at the kind invitation of President Donald Trump.
Nigeria and the United States share a long history of close and cordial relations, which encompass political, economic, military, social and cultural cooperation. Our two countries maintain a strategic partnership for peace and security, conflict resolution as well as the global fight against terrorism.
We also share common features as secular federal states, practicing a similar democratic model of governance and committed to the universal values of fundamental human rights and freedoms, free enterprise, social justice and the rule of law.
President Trump and his team and myself and the Nigerian team discussed issues related to security, trade, governance, human rights and humanitarian crises.
Security
We congratulated the leaders of North and South Korea on their historic summit and we applaud them for the positive commitment they have made towards the denuclearization of the Korean Peninsula. President Trump deserves a great deal of credit for his statesmanly role in transforming so dramatically the course of events in that region.
We also congratulated the US government on the important role it played in the defeat of ISIS, although some of the remnants have found their way to the Sahel region. We recognized the strong US support in our fight against terrorism and also appreciated very much the US’ agreement to sell twelve Super Tucano A-29 war planes and weapons to Nigeria to effectively fight terrorism.
To contain the spate of insurgency in Nigeria, the Federal government has adopted a multi-sectoral approach, involving relevant government agencies to address the socio-economic and political dimensions while the Armed Forces of Nigeria assist the civil authority to provide security and maintain law and order.
As part of efforts to address emerging cases of insurgency in the country, the Nigerian Military adopted a non-kinetic counter terrorism/counter insurgency approach code-named “Operation safe corridor”, to de-radicalize, re-habilitate, and re-integrate willingly surrendered Boko-Haram members into the larger society. This programme is currently embarking on a number of projects including: skill acquisition centers and integrated farms; comprising poultry, fish pond and greenhouse farming, among others. A number of international partners, including the International Organization for Migration have contributed to the success of Operation Safe Corridor. We indicated that we would appreciate whatever support we could also get from the US.
We expressed gratitude for US support in the reconstruction and rehabilitation efforts in the North East of Nigeria, as well as humanitarian assistance to the Internally Displaced Persons (IDPs), through agencies such as the United States Agency for International Development (USAID) and other international partners. The USA has been to date the biggest contributor to the humanitarian response and last year gave approximately 500 million US Dollars in cash and in-kind contributions through the United Nations and other inter-governmental organizations. These have mainly supported protection activities, health, food assistance and shelter.
We are doing all we can to secure the release of the remaining abducted school girls from Dapchi and Chibok. In this context, we will continue to welcome US collaboration in intelligence gathering, hostage negotiations and information-sharing.
Violence between Herdsmen and Farmers
The government is taking necessary steps to promote the peaceful co-existence of herdsmen and farmers, by focusing on boosting security and enforcing legislation that will guarantee herders and farmers access to land;
Trade and Investment
I extended sincere congratulations to President Trump and his government on the impressive performance of the US economy under their watch.
Our aim is to diversify our own economy by focusing on agriculture and food security; power and infrastructure. We have cut the importation of rice by about 90% thereby saving a significant amount of money. We very much welcomed increased US investment in the Nigerian economy, especially in the non-oil sector.
Economic relations between Nigeria and the United States are anchored on three major instruments, namely: the Bi-National Commission (BNC), Trade and Investment Framework Agreement (TIFA) and the Africa Growth and Opportunity Act (AGOA). The Bi-National Commission in particular, comprising bilateral political, economic, developmental and humanitarian partnership, is a basic economic framework for engagement between our two countries.
Nigeria’s trade volume with the United States stood at $6.07 billion according to 2016 statistics and comprised $4.176 billion worth of Nigerian exports to the US and $1.894 billion US exports to Nigeria. We urged greater effort to increase these figures substantially.
Governance and Anti-Corruption
We thanked the US government very much for the cooperation we have received in our effort to recover stolen funds. Our two governments have put the machinery in place for their respective Attorneys-General to collaborate in ensuring the return to Nigeria of over five hundred million United States Dollars ($500) of looted funds siphoned away in banks around the world. In this connection, we congratulated the US government on launching a Kleptocracy Asset Recovery Initiative which was spearheaded by the US Department of Justice (DOJ) Asset Forfeiture and Money Laundering. We hoped that we could continue to count on US support in this area.
Human Rights
The Government of Nigeria remains deeply committed to the principles of human rights as well as the promotion and protection of people’s freedom, even in the process of fighting terror. We commit to ensure that all documented cases of human rights abuses are investigated and those responsible for violations held accountable for their actions.

I have just had excellent discussions with President Trump and I would like to reiterate my immense gratitude to you, Mr. President for your kind invitation and the very warm and generous hospitality extended to me and my delegation since our arrival in the United States;
We greatly appreciate the importance your administration attaches to a strong relationship with Nigeria. The United States remains for us a valued friend and strategic partner, whose support and solidarity over the years has meant a great deal to us. Our government’s three main priority areas are:
a) Security
b) Anti-corruption and good governance
c) Economic growth and job creation
We congratulate you, Mr. President on the statesmanly role you have played in so dramatically transforming the course of events in the Korean Peninsula to make the denuclearization of the region a real possibility.

In addition, the Executive Secretary of the National Human Rights Commission of Nigeria inaugurated the Nigerian Military Human Rights Dialogue in August 2015 to provide the Nigerian Military and Para-Military with necessary tools to integrate human rights practices into their code, education systems, field training and disciplinary systems.
To this end, the victims of a criminal law enforcement operation that occurred in 2013 (otherwise known as Apo-six) were compensated in April this year based on the findings of the National Human Rights Commission. Two of the police officers responsible were convicted for culpable homicide arising from the extra-judicial killings.
Mr. President, this is the first time in the history of Nigeria that the Federal Government compensated the victims of extra-judicial killings. It also provides a sustainable platform for local and international human rights organizations to constructively engage the Nigerian security forces on human rights concerns. We also look to share best practices in this area with the United States.
I thank you, Mr. President, again for hosting us and for your constructive response to our shaped problems. I hope you make Nigeria the first port of call whenever you visit African continent.
Press Release: President Buhari Leaves Saturday For Meeting With President Trump
President Muhammadu Buhari will leave Abuja on 28th April 2018, on an official working visit to the United States of America, on the invitation of President Donald Trump.
President Buhari will have bilateral meeting with President Trump and a working lunch on Monday 30th April 2018.
The meeting is to discuss ways to enhance the strategic partnership between the two countries and to advance shared priorities, such as: promoting economic growth, fighting terrorism and other threats to peace and security.
The meeting will further deepen the US-Nigeria relationship as the United States considers Nigeria’s economic growth, security and leadership in Africa to be critical aspects of their strategic partnership.
Later in the day, President Buhari will meet with a group of business persons in agriculture and agro-processing, dairy and animal husbandry.
Ahead of the visit by President Buhari, meetings have been scheduled on 26th and 27th April, 2018, between senior Nigerian Government officials and executives of major US companies in the areas of agriculture, aviation and transportation.
In the area of aviation, the Nigerian officials will be meeting with Boeing, the largest aircraft manufacturer in the world, on the National Carrier Project.
On agriculture, they will meet with large equipment manufacturers with focus on harvesting and post harvesting equipment.
In the area of transportation, the officials will meet with the GE-led consortium for the implementation of the interim phase of the narrow gauge rail concession.
In the interim phase, a substantive concession agreement will be negotiated and finalized to provide the consortium the opportunity to invest an estimated $2bn, to modernize the rail line from Lagos to Kano (Western Line) and from Port Harcourt to Maiduguri (Eastern Line). During the meeting, the concession framework and the interim phase framework agreements are expected to be signed.
The Nigerian officials will also meet with US-EXIM Bank and the US Overseas Private Investment Corporation to explore competitive financing arrangements.
It is noteworthy that in 2017, Nigeria’s Federal Ministry of Industry, Trade and Investment and the United States Department of Commerce signed a Memorandum of Understanding to promote and encourage commercial and investment ties between Nigeria and the United States, with initial focus on infrastructure, agriculture, digital economy, investment and regulatory reforms.

Press Release: Why I Declared My Intentions For 2019 Now, by President Buhari
President Muhammadu Buhari has explained why he declared his intentions to run for another term in office on Monday, April 9, 2018, during the National Executive Committee (NEC) meeting of the All Progressives Congress (APC).
Receiving the Archbishop of Canterbury, His Grace Justin Welby in London Wednesday, President Buhari said:
“I declared before leaving home because Nigerians were talking too much about whether I would run or not. So, I felt I should break the ice. We have many things to focus on, like security, agriculture, economy, anti-corruption, and many others. We needed to concentrate on them, and politics should not be a distraction. The majority of Nigerians appreciate what we are doing, and that is why I am re-contesting.”
The President recounted some successes of the administration to his guest, with whom he has built a deep friendship in recent times, and was quite particular about strides in agriculture.
“We have cut the importation of rice by about 90%, saving billions of dollars in the process. People who rushed into petrol money have now gone back to agriculture. Even professionals have gone back to the land. Nigeria should be able to feed itself comfortably soon. I am so pleased,” the President said.
On the war against insurgency, he stressed the need for continuous education of the people, “so that they can be free from religious manipulation,” adding that no true religion advocates the hurting or killing of the innocent.
Responding to his guest’s comment on the clashes between herdsmen and farmers in different parts of Nigeria, the President submitted:
“The problem is even older than us. It has always been there, but now made worse by the influx of armed gunmen from the Sahel region into different parts of the West African sub-region. These gunmen were trained and armed by Muammar Gadaffi of Libya. When he was killed, the gunmen escaped with their arms. We encountered some of them fighting with Boko Haram. Herdsmen that we used to know carried only sticks and maybe a cutlass to clear the way, but these ones now carry sophisticated weapons. The problem is not religious, but sociological and economic. But we are working on solutions.”
President Buhari lamented that “irresponsible politics” has been brought into the farmers/herders’ crisis, but assured that enduring solutions would be found, and justice done to all concerned.
On Leah Sharibu, the schoolgirl from Dapchi still being held by insurgents, reportedly because she refused to renounce her Christian faith, the President said:
“We are managing the matter quietly. Making noise would not help. We are collecting as much intelligence as possible, working with the Red Cross and other international organizations. There are too many fraudulent people around, who claim they can do this and that. We won’t deal with them. That was how we got the Dapchi girls back, and the Chibok girls.”

Q: Revamping Nigeria’s education system.
Vice President: If you will recall about a few months ago, I think it was in January, we had an education retreat; what needs to be done again is to unfold a whole direction in education. We came in with a manifesto on education, we had a few points that we were looking at and we also had some time to look at it. But many of us raised the issue that you don’t just pick the whole education; what about engineering because what we are seeing is such a dramatic change, not just in method of instruction in the requirement, job requirement, employment requirement, in technology and all of that, and that’s exactly what we are trying to do.
For example, we cannot have primary education the way it is, we’ve got to teach young people, we’ve got to introduce technology; you’ve got to have collaboration in education. We discovered, for instance, when we were doing the N-power – employment for young graduates, we discovered that it was also an opportunity to train the graduates. For the first time we were able to open a portal that has educational materials for graduates to just go in there. We also have devices for them to use.
But one important advantage of what we are doing is that all of a sudden, you can now train tens of thousands of people without sitting them in one place. So technology is going to play a role. We are in a very interesting place in terms of education today because you can leverage a great deal on technology. You can leverage a great deal on what is happening in other parts of the world. And we are trying to harness all of those resources and try to do something that will make a difference in our country. Here we are, in another 10 years we will be moving closer and closer to 2050 when we are going to be the 3rd largest population in the world. And there is almost a 70% youth population. We are not going to provide them with the number of classrooms that will be required, so we’ve got to really leverage on technology. We’ve got to leverage on verified trend that we see here and there.
Q: The delay in 2018 budget.
Vice President: We have a democracy that has, as you know, three arms. The two relevant arms for budget are the executive and legislature. If you recall when I was Acting President, I signed the 2017 budget and, at that time, I made the announcement with the full consensus of the National Assembly that, from 2018, we are going to have a budget that is going to apply in January and end in December the normal financial year. We agreed that we will submit our proposal in good time, and we did that first week of November. The President did so. We fulfilled that part of the agreement. The budget is with the National Assembly. There is very little we can do to control that. That’s the system that we have.
Q: Seeming rift between the Executive arm of Government and the Legislature.
Vice President: Well, I’m not so sure that the tensions are unknown. The democratic system anywhere as, for example, in the US where we borrow our bicameral legislature from, you find that despite the fact that the Republican Party controls major part of parliament, it still doesn’t mean that bills are necessary going to go through.
So one must assume that the responsibility of the National Assembly is to scrutinize what the executive is doing and not just to be a rubber stamp. But I also agree with you entirely that it’s important for us, for the sake of our country, our economy and for the sake of many young people who are relying on us to deliver. We ensured that we released our budget on time. I want to believe that the executive has done its part and we wait on the National Assembly.
Q: About N9 Trillion debt said to have been inherited by this administration now reportedly about N30 T. How come?
Vice President: No, No, I don’t think so. First let me explain that we have a government that is very prudent, a government that believes in financial prudence, a government that condemns impunity – the way that the thing was practiced before now, and a government that spends resources on the right thing. For the first time in the history of our country, we are spending about N1.3 trillion on capital; it means that we are investing in the right place. We are not just borrowing money anyhow; no, we are investing in the right place.
Every government or most governments anywhere probably look for some points to borrow, but the important thing is what are you borrowing for? And that’s why we building the Lagos-Kano rail, doing the Lagos-Calabar rail, the second Niger Bridge and the Mambilla hydro project that has been abandoned for almost 40 years.
We are improving capacities in power, we are investing in social investment, we are investing long-term in the things that will create an economy that can support a large number of young graduates, who are coming in the market every day. That’s a process that needs a lot of thinking; that needs a lot of investment.
I think the most important thing is to ask that when there was a N9 trillion debt, where is the infrastructure to account for that? I think that is the most important question to ask. It’s not whether you borrow, but what you spend that money on. I think we should be able to prove that the earning is 60% less than the earning in the past five six years. So we are spending far more on the right thing and we are able to ensure that we build a future that young people can truly look forward to.
Q: What about the 50% revenue reportedly being spent on settling debts?
Vice President: No, we are not spending 50% of our revenue servicing debt. Let me explain that, we have a deficit somehow in the region of about N2.6 trillion now, a lot of our revenue has to be spent on capital and recurrent, and recurrent is 70% of revenue. But for the first time we are spending 30% on capital. Before now when oil was a $115 a barrel, we were spending 11% or 15% on capital, and capital is the most important expenditure because that is where you do the infrastructure in order to be able to build the economy. So the reality is what we are spending is to provide the infrastructure that will last.
Q: Abduction of 110 Dapchi girls in Yobe and the killings in states like Benue and Zamfara. Why didn’t the President or you visit these places?
Vice President: Let me say it first that no amount of condolence can compensate for the loss of life, whether in Calabar, Mambilla or Benue or where people were killed in Adamawa or Zamfara, any of these states. There is no amount of condolence that can compensate for the loss of life. Benue killing is one set of killing far too much; there is no amount of condolence that can compensate for that. And I want to say that it’s a massive tragedy. But the question that you seem to ask I’ve been to Zamfara, I’ve been to Adamawa when this killing took place. There are those who said, ‘oh, why don’t you visit the Fulani settlement, why do visit only where Christians were?’ I even visited Benue in September where there have been killing before; then I’ve visited them when the flooding took place and we looked at all the issues and tried to address many of these. There have been several of these issues in different places, recently Dapchi. We have expressed condolences, but no amount of condolence would do.
The more important thing, and our focus has been, is first of all ensuring security in these places.
We have to address the security question in a much more robust way; that the police are able to do these effectively. We have deployed the military to Kaduna, two battalions to Kaduna. In Benue and Taraba axis, we have the 93 battalion, we have 72 Special Forces. We have full concentration in Taraba and all of that, and by the way, the military is fighting in most of the North East. So there is a situation where the military is overstretched. So I think the most important thing is first of all to ensure they actually address the security of the people.
Q: Nigerians definitely appreciate all you are doing. But they want to see their leaders come to them to grieve with them in the face of national human tragedy…
Vice President: Let me say that I definitely agree with you, the more places that we can go to the better. But I made a point earlier that we also have to address the serious concern that people have. We have to address those concerns; we have to address the rehabilitation concern. I am going round and the President is also going round, there is no question at all and I agree that if we go to all these places it would be so much better.

Q: On Nigeria’s rating by Transparency International’s Corruption Perception Index.
Vice President: I think that by even Transparency International’s own assessment, Transparency International uses nine different indexes to come to a conclusion. In four out of those indexes, Nigeria moved up, in another four Nigeria stabilized & dropped in only one index. So in aggregation, it (T.I) then decides that it has fallen in certain number of points below where we were.
I think the important thing to bear in mind about Nigeria’s anti-corruption fight is that the government has done what it ought to do by focusing on grand corruption. Grand corruption is the type we experienced years before when, for example, $15 billion was lost in defence contract. Two, three weeks to election, N100 billion in cash was taken out, and again $293 million in cash, two weeks, three weeks to election. That’s the kind of impunity. And of course you are also familiar with the scam that went on in the NNPC at the time; the so called statutory contracts, that’s grand corruption. That is the corruption that crippled the economy of the country.
Let me tell you very quickly how you can recognize that we have scaled a good deal on grand corruption today: despite the fact that we are earning 60 percent less in revenue, we are actually able to spend more than ever before in the history of this country on infrastructure. In 2017, we spent about N1.3 trillion on capital. That’s the highest in the history of the country. So we are able to do far more with far less because we have controlled the impunity that went on, the grand corruption, and all of that.
Now, how does that translate to perception; because grand corruption is a big aspect of corruption. It’s a big one because if you cannot control grand corruption, you can’t do what you want to do. But then you cannot address the corruption as you go through our airports, our ports or as you go through government offices, in many cases. That’s where the whole perception emerges.
We must have a deeper and much wider way of dealing with corruption. How are you going to do that? You must have an efficient way of doing that; like automation, removing discretion from individuals.
Q: What is the institutionalized process of fighting corruption?
Vice President: Institutionalization is not a one-off thing, it’s a process, and we are dealing with that, that’s exactly what we are doing. For example, the TSA and being able to look at government accounts and all of that is one way of institutionalizing a process by which you can be sure of what people are doing, how this things are happening. The process of allowing the EFCC to do its work without dictation, saying that “look, this what the EFCC is doing”, and giving them every support that you can. These are ways of institutionalizing. And it is that same process that we are taking in the public service – Automation.
For example, look at all that we have done in the ease of doing business. The whole point of doing that is institutionalizing processes, so that when you come into Nigeria you can get your visa after applying online; so that Customs don’t have to sit around the airport, that is why we are putting in the I-check and we are putting all sorts of other processes. That is to institutionalize; it’s not a one-off process.
Q: What’s the national strategy on anti-corruption?
Vice President: That’s a long conversation, but put simply, the national strategy is to ensure that public officers in particular are not able to privatize public finances. And how do we intend to achieve that? We intend to achieve that by ensuring that there is consequence for corruption and also by automating processes, removing discretion from individuals because if you don’t remove discretion from individuals the individuals can have discretion as whether or not they will grant certain approvals through certain processes; then you continue to encourage corruption at one level or the other.
Q: Asides from the EFCC, it seems the other anti-corruption agencies such as the ICPC are doing nothing…
Vice President: Well, I don’t agree. I think that you will find that alongside the work of the EFCC, in fact one of the critical things we do is, we try and re-direct the ICPC. We appointed the executive secretary of the Presidential Anti-Corruption Advisory Council, PACAC, Prof. Bolaji Owasanoye, to head that body and we believe the ICPC is the important part of the whole fight against corruption. We revamped the leadership of the ICPC. Unfortunately we were stalled because it requires Senate confirmation, that hasn’t been done. That is the area of focus for us because the ICPC is supposed to be involved, not just in corruption, but in orientation and re-orientation of the public service. So, it’s an important part of our work.
Q: Nigerians in diaspora are one of the biggest foreign exchange contributors of about $20 billion. Aside from having a Special Adviser to the President on Diaspora Affairs, does Nigeria have a Diaspora partnership?
Vice President: I think we’ve also gone beyond the Office of the Adviser; we now have a Diaspora Commission by law, which I think is a policy step. That Commission will aggregate a lot of the records through data for diaspora in order to encourage the diaspora to interact more with government, with private sector and all that. But don’t forget that, with the whole diaspora experience and what is in tune with other nations of the world; the usual focus is on remittances; what are they able to remit as it is pointed out, it is a substantial amount of money. It is something in the region of $20 billion.
But it obviously goes beyond that. In developing the economy we also need diaspora’s talent. So we need diaspora in technology, we need diaspora in education, medical practice and all that. The Ministry of Health, for example, actively engaged with the personnel in diaspora for specialists, setting equipment and all of that. But I believe that one of the most critical ways of doing so is through the diaspora commission, ordering it, measuring it; once that is constituted.
Q: Allegations of nepotism against the Buhari administration.
Vice President: Look at the cabinet, for example, from the point of view of the religion, it has an equal number – 18 Christians, 18 Muslims; but, we have the Secretary to the Government of the Federation as well as the Head of Service who are Christians. So we have 20 Christians to 18 Muslims; that’s the structure of the cabinet. So if you take that narrative you may argue that perhaps the Christian have the upper hand; that’s a possible narrative.
Let us look a little deeper into that, so there are those who may argue, for example, that the north has an upper hand or perhaps one section has an upper hand in the cabinet as one narrative. The South East, for example, has five states. Four of the South Eastern states have senior ministers; all of them, except one, who is Minister of State for Education.
Q: The President has no choice in that, it is a constitutional requirement.
Vice President: In assigning particular portfolios he does. In the north, seven northern states have no senior minister, including the President’s home state, Katsina. Now, there are those who will say, if you are nepotistic; surely seven northern states have no senior minister. It’s a narrative depending on how you want to run it.
I give you another example; I’m from the South West. There are people who will say “I am from the South West, the North has everything.” The South West, for the first time in the history of this country, has one Minister who is in charge of three ministries: Power, Works and Housing. The Ministers of Finance & Communications are also from the South West. These are critical ministries. You can run the narrative in whichever way that you choose. There are those who will say, for instance, look at the number of CEOs of agencies of government; the highest number of CEOs in our nation today comes from Ogun State, the state has the largest number. There are those who will say that’s his state (i.e VP’S State). So you can run the narrative depending on how you want to run it.
The President has admitted that, yes there are situations where you can find certain things as true and he intends to have a look at that. For example, you’ve given the example of security positions and he said he is going to take a look at look at it. I believe that is the way to go because you can run any narrative that will suit the figures you are showing. And that is where we have legal process. There are people who don’t know that the number of CEOs from Anambra State are more than the number of CEOs from Katsina State or anywhere else, except Ogun.

Press Release: President Buhari To Visit Taraba, Benue, Yobe, Zamfara and Rivers States
In view of recent terrorist attacks, criminal activities and communal clashes in some States leading to tragic loss of lives and kidnapping of 110 schoolgirls, President Muhammadu Buhari immediately tasked the Armed Forces and other Security agencies to compile comprehensive reports on the various incidents.
Having received and studied the Reports, the President has decided to undertake an on the spot assessment of the various occurrences and to meet and console the communities affected.
From today, March 5, he will visit Taraba, and subsequently Benue, Yobe, Zamfara and Rivers States.
President Buhari has been receiving daily briefings, and has been in constant touch with the Governors, and has been updated with situation reports.
The President calls on all Nigerians especially those in the affected areas to cooperate fully with the Security Agencies to enable them curb the spate of crimes, bring those responsible to justice and prevent further occurrences.
