Takeaways From The Auspicious Meeting Between Presidents Muhammadu Buhari And Donald Trump
This note is written by one who is mindful of the fact that there are Nigerians, I mean the opponents of this administration, who have prayed and prayed very hard that our President in the course of his historic visit to the White House on Monday, April 30, 2018, would stumble badly or come back with nothing.
President Buhari, to the disappointment of this group, delivered a calm, brilliant performance. He refused to be provoked and did not get angry at the taunting. He instead turned his attention to the task at hand and at the end, came home satisfied that he got everything he wanted from the US administration. The Rose Garden worked out very much for him as a routine engagement, certainly not like the make-or-break meeting as some wanted it to be.
It is also important that records be set straight to counter the mischief of opponents, some of whom have started rendering false narratives of a meeting to which they were neither invited nor in any way aware of its details.
The meeting of the two leaders happened in three phases.
First, the one-on-one in which only the two of them were present. Then they had a working lunch, each leader accompanied by ten top officials. President Buhari had with him the Governors of Ogun and Plateau; the Ministers of Foreign Affairs, Justice, Industry, Trade and Investment; the Chairpersons of Senate and House of Representatives committees on international relations; the Director-General of the National Intelligence Agency, NIA; the Chief of Defence Staff and Nigeria’s Ambassador to the United States.
The US President had more-or-less the same representation, except that the Secretary of State who just got cleared for the job by the Senate hadn’t assumed so he was represented by the Deputy Secretary of State.
President Trump also brought with him the Director of the United States Agency for International Development (USAID) which I must emphasize, is significant to Nigeria given the fact that the U.S. remains the largest contributor to the on-going effort to reconstruct the Northeast and resettle its millions of displaced persons.
The third engagement involving the two leaders was the joint press conference by the leaders, aired live by some major TV networks across the world.
What did the meetings achieve?
First of all, it is important to state that from the very beginning, the two leaders got on very well with one another. They also shared a common respect for each other.
Some key remarks made by President Trump on our president sum this up:
He said President Buhari “is a rare leader”; he said “I respect him a lot” and said our leader had “succeeded in cutting down corruption”. He called President Buhari a “valued partner” and a “strong democrat.”
The two parties had agreed before the meeting that discussions will be on three key issues namely Security/Counter Terrorism, Trade, and Development of Democracy in Nigeria.
On security, the Nigerian delegation was pleased from the onset that the Trump administration had agreed to the major sale of military equipment to Nigeria. Team Nigeria was equally pleased about the much-increased role of the US in assisting the efforts to defeat terrorism in Nigeria and the Lake Chad region in general.
The President expressed appreciation for these and requested additional support to counter insurgency.
On the specific issue of the sale of the 12 Super Tucano A-29 warplanes and weapons to Nigeria to effectively fight terrorism, President Buhari told his American counterpart that we are pleased with this, but want delivery to be fast-tracked, given the security situation in the country.
Expectedly, President Trump said yes to this, and, additionally promised the sale of helicopters and about just everything President Buhari wanted.
Still on President Buhari’s meeting with Trump, it is important to explain the context of the remarks by President Trump where he was quoted as saying the U.S is concerned about the murder or killing, as he put it, of Christians. At the press conference, President Trump towards the end of his remarks, at the briefing, mentioned the protection of ‘‘innocent civilians of all faiths, including Muslims and Christians’’, which reporters left out.
In his remarks, the US President neither chided nor talked down on President Buhari. Saying that “we will do something about that,” is a clear expression of willingness to support Nigeria to bring to an end the unwanted killings. This is contrary to the press reporting which jumped on the issue, conveying a wrong impression that President Trump was only concerned about the lives of Christians. He mentioned Muslim lives as well.
Equally wrong was the hasty condemnation of the U.S. President by some Muslim groups in the country without the benefit of a full view and understanding of what was said and the context in which it was said.
The President also conveyed the country’s appreciation for the U.S. support for the humanitarian situation in the Northeast, with a contribution of 500 million US Dollars in cash and in-kind contributions, the highest by anyone, through the United Nations and other inter-governmental organizations.
But the scope of work to be done is larger than anyone had envisaged and Nigeria wanted the US to do more. President Trump didn’t say no, only that he wanted more access to the Nigerian market for their agricultural goods.
“For a country which we assist with USD 1 billion dollars every year, you must do more to open the market to us,” Trump said. These are matters to be debated and resolved.
This leads us to the next important issue- Trade. Pointedly, President Trump did not mince words when he said: ‘‘President Buhari has also taken several steps to fight corruption and improve the Nigerian business climate. And most of all to me — and again — is ripping down those trade barriers. These measures will make it easier for Nigeria and the United States companies to invest. And we will be investing substantially in Nigeria if they can create that level playing field that we have to very much ask for, and maybe demand.’’
In acknowledging the efforts of President Buhari and the significance of the Nigerian economy on the continent of Africa, President Trump promised to grow trade and commercial ties between the two countries to create wealth and jobs for the benefit of their citizens.
Talks were also held between the Nigerian delegation and American Chief Executive Officers, who came from across various industries especially agriculture, digital economy and increasing value additions to locally produced raw materials.
Some of the broad level discussions on the business side included the planned coming of a John Deer tractor assembly plant to produce 10,000 tractors, which will certainly create thousands of jobs in Nigeria. Also on the table were several investment proposals across the food value chain including the production of chemicals for crop protection; a large-scale seed production company in Nigeria; a food ingredients company that will, among others set up an oilseed crushing plant with a capacity for about 50 million tons and a business engagement with local partners for the facilitation of international merchandising of local farm produce, serving as a firm assurance of buyer at the time of harvest.
There are plans by the Dangote Group and others for new partnerships to bring research and high yielding crop varieties that have seen increases elsewhere from two to six tons of maize and two to seven tons of rice per acreage as achieved in Brazil and other countries.
Other new businesses proposed at the meetings included the setting up of consumer products by big giants like Proctor and Gamble, a refinery in Ogun, Burger King food chain and a plant for the production of Heinz tomato products, in all cases, walking back to integrate local producers of raw materials.
With the blessing of the two leaders, assets recovery is also getting a major boost. The Attorney-General and Minister of Justice, Abubakar Malami was directed to sit down with Jeff Sessions, his US counterpart to have a roadmap for the recovery of USD 500 million of Nigerian stolen assets hidden in the US. They will also finalize on the return of USD 1 million of the Diepreye Alamieyeseigha loot.
Immediately after the bilateral engagement, the Minister of Foreign Affairs Geoffrey Onyeama and Minister of Justice, Malami, met with their U.S. counterparts. In the months ahead, the Minister for Industry, Trade and Investment, Okechukwu Enelamah, will also meet with his U.S. counterpart, Wilbur Ross.
If the trip to the White House is to be judged according to its set objectives, there is nowhere it came short as some saucy opponents have said. President Buhari got everything we wanted from President Donald Trump.
When he was asked if Nigeria had succeeded in getting American to buy more of our oil, President Buhari said he did not. We have others buying our oil. Must we sell to a particular buyer?
This government will smartly work with the current American government, knowing that American interests are not always ours, as a strategic partner on security, anti-corruption economic growth and job creation.

President Buhari’s Address on the Report Submitted by the All Progressives Congress National Executive Technical Committee
I am delighted to welcome you all to this very important meeting in the affairs of our party and our country. I want to specifically thank members of the Technical Committee for a job well done within the limited time frame.
It shows a great sense of commitment to the ideals of our party with a view to consolidating and positioning the party to continue delivering good governance in the overall interest of Nigerians.
With the present state of the party and based on the report submitted by the Technical Committee, It is important to focus on how to move the party forward by avoiding actions detrimental to the interest of the party. Considering that politics is a game of numbers, we must not be a house divided against itself and must try to note, appreciate and accommodate our differences as far as the law permits.
Upon my review of the Report, my position is to ensure that the party tows the path of unity, legality and cohesion and not that of division.
Therefore, I am stressing that we should strengthen our internal democracy by organising the Party’s Congresses and Convention where election of National Executive Committee members would be held. This will automatically end the cases filed by members seeking orders of Court compelling the party to hold its Congresses.
I also believe that the current executives should be free to vie for elective positions in the party if they so wish as permitted by our Party constitution.
However, considering the provision of Article 31(1)(iii) of the APC Constitution which requires any serving officer desirous of seeking re-election to resign from office 30 days before election, I am not sure of the practicality of present serving officers’ ability to meet this condition.
Accordingly, the party may consider granting waivers to party executives at all levels so that they are not disenfranchised from participating in the elections should they wish to do so, provided this does not violate our rules.
Necessary waiver(s) should also be extended to executives at the Ward level whose tenures may have elapsed, and indeed to anyone knocking at our doors from other political parties. This is in the spirit of the Right to Freedom of Association guaranteed by the 1999 Constitution of the Federal Republic of Nigeria (as amended).
In this circumstance, the party should officially issue a statement on the above Waivers so that our house may be full. We all must not be ignorant of the times, and the journey that is ahead of us.
Just like our party symbol; “the Broom,” which typifies strength in unity, let us strive to remain united in our purpose. Victory is sure by the Grace of God, and together we must continue to sanitize Nigeria’s political environment.
Once again, I welcome you all to this meeting with the hope that we will, in our deliberations today, conduct ourselves without rancour and promote the highest interest of the party and the nation.

Press Release: President Buhari Congratulates German Chancellor Merkel on Re-election
President Muhammadu Buhari has congratulated German Chancellor, Angela Merkel on her re-election for another term.
In a letter to the German leader, the President said he was “most delighted to learn of the successful conclusion of the inter-Party negotiations to form a new Government after the last election in Germany.”
President Buhari told Chancellor Merkel that her victory “is a testimony of your hard-work, competence and trust of the German people, qualities which are much admired in many parts of the world especially here in Africa.”
Stressing that “We greatly value your humanity and concern for refugees,” the Nigerian leader, on behalf of the Government and people of the Federal Republic of Nigeria, wished his German counterpart and her new Cabinet, “a successful new term of office.”
According to President Buhari, “We look forward to greater cooperation between our two countries as we strive to confront shared challenges.”

Press Release: President Buhari Salutes Russian President Putin on Re-election
President Muhammadu Buhari has extended “sincere congratulations” to President Vladimir Putin of Russia on his victory in the recent presidential election in the Asian country.
In a letter on behalf of himself, the government and people of the Federal Republic of Nigeria, the President said Putin’s “success for the fourth time in the election is a clear testimony of the confidence” Russians have in his leadership.
He also urged his Russian counterpart to “see this victory as a base to continue to promote international peace and stability.”
President Buhari assured President Putin of “Nigeria’s commitment to a stronger and mutually beneficial relation with the Russian Federation under your watch.”
He said he looked forward to continue working with the Russian leader “to strengthen our defence, trade and technical partnerships as well as promotion of private sector participation in all sectors of our economies.”

President Buhari’s Address on his Official Visit to Yobe State
I am here in Yobe State today, to express my sincere sympathies with the parents, families, the Government and the entire people of Yobe State whose daughters were callously abducted by unrepentant terrorists.
On 19th February, 2018, we woke up to the painful news of the abduction of One Hundred and Ten (110) students of Government Girls’ Science and Technical College, Dapchi. Since this ugly incident happened, I have not left any stone unturned in making sure that the girls are rescued.
I have ordered the Service Chiefs and the Inspector General of Police (IGP) to take direct charge and brief me on a daily basis on the efforts to bring back the girls. Within four (4) days of the incident, the Minister of Information visited Dapchi and the next day, the Minister of Interior who was accompanied by the Minister of Information re-visited the school for on the spot assessment.
I have ordered the re-strengthening of a Joint Operational Base involving relevant agencies and Services to coordinate the rescue mission. Consequently, the Service Commanders have not only established a unified Command Centre in Maiduguri, the Military has raised several rescue teams to comb the forests in the North East Theatre of Operation.
In addition, the Nigerian Airforce has maintained aerial surveillance of the area. The Federal Government had earlier sent a delegation of senior officials to visit the Governor and the parents of the girls to re-assure them of the measures the government is taking as well as have an on-the-spot-assessment of the incident.
Similarly, the Federal Government has set up a 12-member Committee to unravel the circumstances surrounding the abduction of the students. The membership of the Committee was drawn from among security agencies and local residents. It is my hope that any agency, person or group found to have been negligent or culpable in the abduction of the girls will be punished in accordance with the law.
Furthermore, the government is partnering with the International Community and organizations including our neighbours to ensure that these girls are safely returned. Just recently, I reiterated our resolve to negotiate for the unconditional release of the girls. This is borne out of this administration’s conviction that, doing so is safer devoid of risks and will not endanger the lives of our young girls who are in harm’s way.
Since the inception of this administration, we have remained resolute in our fight against Terrorism and Boko Haram insurgents. Nigerians will readily recall that prior to our coming in 2015, the situation was chaotic with violent terrorist attacks being the order of the day.
Terrorists had made life very unbearable for the people in Yobe, Kano, Kaduna, Borno, Niger, and even the FCT, Abuja. Our Mosques and Churches witnessed daily suicide bomb attacks. Parts of Adamawa and Borno States were helplessly ceded to the terrorists.
But today, we have so far shown clear determination in tackling terrorism which is a world -wide phenomenon. We have not only degraded the power and dominance of the criminal elements, our security forces have patriotically exhibited an uncommon zeal in executing their assignment.
We explored various strategies including regional and international collaborations to exterminate terror. We have re-equipped our armed forces, security and intelligence Services. They are empowered with improved welfare and better equipment. The outcomes have been good. Our achievement in maintaining security is such that the international community and even our critics commend our modest efforts in this regards.
The Federal Government’s response to the unfortunate abduction of the school girls is a clear departure from the insensitivity of the past administration which looked the other way while the Chibok girls were taken away in 2014 and held in captivity for over 3 years. Due to our commitment, over 100 Chibok girls have been rescued and reunited with their families, sent back to school and empowered with requisite skills.
You may recall that recently, our negotiation efforts led to the release of abducted University of Maiduguri lecturers, some women Police personnel, students and even an NYSC member. We, therefore, have no doubt that the Dapchi girls will be rescued or released. I can reassure parents, Nigerians and the International Community that we will do all that is within our power to make sure that the girls are brought back safely to their families.
I have ordered a 24 hour brief to me by security agencies on its successes or challenges. While expecting the report of the Committee set up to investigate the abduction for implementation, I have asked that appropriate Federal Government authorities be in constant touch with the Yobe State Government and other neighbouring States to ensure a common strategy and line of action.
There will be no rest till the last girl, whether from Chibok and Dapchi, is released. The girls, like all our citizens, must enjoy unhindered freedom and pursue their legitimate aspirations.
The Dapchi and Chibok students are our girls and must enjoy our protection. They must live to achieve their individual ambitions, to be great women of tomorrow. It is our duty to protect them. We are determined to restore peace to all part of the country – from the West to the East; North to the South. While calling for calm, I implore affected parents and families to restrain from making statements that may jeopardize the success of the rescue mission.
We are aware of orchestrations by some evil elements to take advantage of the development to score cheap political points. I call on law abiding citizens to shun activities and statements that may cause a breakdown of law and order.
The Government, under my watch, will continue to maintain normalcy and ensure that incidents of this nature are stopped. Be assured that measures are being put in place to achieve these objectives.

Press Release: President Buhari Condemns Zamfara Killings; Directs Arrest of Perpetrators
President Muhammadu Buhari strongly condemns Thursday’s massacre of innocent persons in Birane village, Zurmi Local Government Area of Zamfara State.
The President commiserates with families of victims of the heinous and inhuman attacks on defenceless citizens which left many injured.
President Buhari directs the Minister of Defence, Brigadier-General Mansur Dan Ali (Rtd) to proceed immediately to the state to undertake an on-the-spot assessment of the situation and report back.
In addition, he directs security agencies to immediately mobilise and deploy their members to the vulnerable areas of the state, and ensure that the perpetrators are brought to face the full wrath of the law.
The President assures the Zamfara State government, victims of the mayhem and residents in the state, that the Federal Government will continue do all it takes to support security agencies to secure lives and property, not only in the affected state but all parts of the country.
President Buhari restates his administration’s determination to put an end to the spate of senseless spilling of innocent blood in parts of the country, and calls for restraint to allow the nation’s security apparatus to stem the undesirable trend.
The President prays that almighty God will receive the souls of the departed, and comfort their families.

Following the approval of the Federal Executive Council (FEC), President Muhammadu Buhari Monday in Abuja, signed the Instruments of Ratification of the Bilateral Air Services Agreements between the Government of the Federal Republic of Nigeria, and the Governments of the People’s Democratic Republic of Algeria; the Republic of Congo; the People’s Republic of China; the State of Qatar and the Republic of Singapore.
With the execution of these Instruments, it is expected that Nigeria’s aviation links with the respective countries will improve significantly.

Speech: President Buhari’s Remarks at the Commissioning of Comprehensive Special School, Lafia, Nasarawa State: February 6, 2018
I am very pleased to be with you here today in Lafia, the Capital of Nasarawa State. I am, indeed, overwhelmed by the warm reception accorded to me.
I am, however, not surprised by this show of love and enthusiasm because, for me, this is home coming.
People of Nasarawa have always been with the CHANGE movement, since the early days of the Congress for Progressive Change (CPC) through All Progressives Congress (APC).
In 2011, the people of Nasarawa decided to vote for CHANGE, voted for the CPC in order to have a government for the people, and in 2015 they voted for continuity.
Today, I am obliged to reiterate Governor Al-Makura’s proclamation that, indeed, Nasarawa State is my political home.
Since the inauguration of His Excellency Umar Tanko Al-Makura as the Governor of Nasarawa State in May, 2011; the occasion which I attended personally, I have been following the trend of events in the State and the reports I received are that of execution of many projects.
Accordingly, during my campaign visit to Nasarawa State in 2015, I noticed the transformation within Lafia metropolis.
Earlier this morning, I commissioned an Electronic Library, a Fire Service facility and Township Road. And now, I am here to commission a Special Needs School.
Later today, I will also commission a Model Primary Health Care Centre and Karu International Market. This is the CHANGE people of Nasarawa voted for.
I must add that these projects, I believe, were executed owing largely to the frugality of Governor Al-Makura in the management of the meagre resources at the disposal of the Administration in the State.
Excellencies, distinguished ladies and gentlemen, the Lafia Comprehensive Special School is a demonstration of our collective ambition to uplift the standard of living of all Nigerians through social investment policies.
This school will cater for the deaf, the blind and other physically challenged. Indeed, this is a clear example of our inclusive policy where no child, man or woman will be left behind.
This is a well-thought out initiative to give hope to a key segment of the society that has been ignored and neglected by the previous governments. We must help our disabled to contribute to their development and self-reliance.
Let me use this opportunity to stress that the CHANGE philosophy which precipitated the APC Government will continue to idealize and identify issues that are critical to our socio-economic development with a view to proffering lasting solutions to them.
I want to assure Nigerians that we would intensify our commitment towards the realization of the cardinal objectives of this Administration anchored on securing lives and property, curbing corruption and ensuring economic growth through diversification.
I am also particularly pleased to launch the Pilot Scheme of the Community Health Influencers, Promoters and Services (CHIPS), National Programme here at Kwandare- Lafia Local Government Area and to direct the Federal Ministry of Health to synergize with other States to roll out the programme to enable the less privileged and the rural dwellers to have access to health services.
Considering the proximity of the Nasarawa State to the Federal Capital Territory, Government will site Federal projects that will attract foreign investments to Nigeria, taking into cognizance the daily influx of people to the State from within and outside the country.
In this regard, I want to assure you that all ongoing strategic projects, especially the power transmission sub-stations and roads network would be completed to further enhance the socio-economic development of Nasarawa State and the north central region.
I also want to assure the people of the north central and indeed all Nigerians, that Federal Government is working day and night to ensure peace and stability returns.
We have deployed additional resources to all affected areas to maintain law and order. The attacks by suspected herdsmen and other bandits will not be tolerated.
I appeal to all Nigerian to refrain from attacks. The security agencies have standing instructions to arrest and prosecute any and all persons found with illegal arms.
I would like to once again express my condolences and sympathies to all the affected victims of these barbaric acts.
Your Excellencies, ladies and gentlemen, let me once again express my appreciation for the overwhelming show of support and affection which I receive from fellow Nigerians in Nasarawa State.
I urge you all to continue to pray for the success of this Administration and peace in the country.
It is now my pleasure to commission the Comprehensive Special School, Lafia.

Factcheck: Eight Bills of The National Assembly Become Laws Upon President’s Assent
1. Legislative Houses (Powers & Privileges) Act, 2018.
The Legislative Houses Power and privileges Act grant the Legislative Houses: National Assembly and States Houses of Assembly Immunity from Litigation for actions taken in plenary or committee proceedings of the House or committee. It strengthens the power of the Legislators to carry out their legislative functions.
The powers include powers to summon any person to appear before her, give evidence, including power of an officer of the legislative House to arrest any person who commits an offence against the Act.
2. National Institute of Legislative Studies (Amendment) Act, 2018.
The National Institute for Legislative Studies (Amendment) Act, 2018 amends the 2011 Act establishing the Institute and widens her Powers to include powers to provide training Courses and Award Degrees on Democracy, Party Politics, Electoral Process, Legislative Practice and procedures, among others.
3. Avoidance of Double Taxation Agreement Between the Federal Republic of Nigeria and the Kingdom of Spain (Domestication and Enforcement) Act, 2018.
Avoidance of Double Taxation Agreement between the Federal Republic of Nigeria and the Kingdom of Spain (Domestication and Enforcement) Act, 2018. The Act is aims at eliminating double taxation following the provisions of the International Legislation of the contracting states and shall apply to persons who are resident of one or both contracting states.
4. National Senior Citizens’ Centre Act, 2018.
The President also assented to the National Senior Citizens’ Centre Bill 2017. This Act establishes the National Senior Citizens’ Centre in the country to cater for the needs of the senior citizens. The functions of the National Centre shall among others include:
- Identify the needs, trainings and opportunities of Senior Citizens in the County and be responsible for the Provision of recreation, sports, education, health and social programmes and facilities designed for the full enjoyment and benefit of the senior citizens in the country as well as provide guidance and counseling for senior citizens.
- Initiate, develop and implement productive activities and work schemes for senior citizens to provide income or otherwise supplement their earnings.
- Promote and maintain linkages with states and local governments and other instrumentalities of government for the delivery of healthcare services facilities, professional advice services and training.
5. Railway Loan (International Bank) (Repeal) Act, 2018.
These Acts were also assented to by Mr. President and have been remitted to the appropriate authorities of state for further perfecting processes for Acts assented to.
6. Chartered Institute of Local Government and Public Administration Act, 2018.
The chartered Institute of Local Government and Public Administration Act, 2018. The act aims at ensuring professionalism in the system and has the following functions:
- Determining the standards of Knowledge and skills attained by persons seeking to become members of the Institute and improve those standards from time to time
- Secure a register of members of the Institute
- Promote research and development of curricula of training of local government employees and public administrators.
- Provide consultancy services in appropriate cases.
7. Nigeria Agricultural Quarantine Service (Establishment) Act, 2018
The Nigeria Agricultural Quarantine Service (Establishment) Act, 2018 established for the purposes of preventing the entry, establishment and spread of foreign pests and diseases of plant, animal and aquatic resources and products into the country and to promote sanitary and phytosanitary measures as it relates to import and export of agricultural products with a view to minimizing the risk to agriculture food safety and environment.
8. The Chartered Institute of Project Managers of Nigeria (Establishment) Act, 2018.
This Act was also assented by the President.
